Rwandan genocide suspect arrested after 23 years on the run

He was behind the radiostation whose hate-filledinvectives turned Rwandanagainst Rwandan, neighboragainst neighbor, even spouseagainst spouse.

One of the most-wantedfugitives of the 1994 Rwandangenocide, Félicien Kabuga, 84, was arrested on May 16 in arented home just outside Paris, protected by his children, theFrench authorities said.

His arrest — considered themost important apprehensionby an international tribunal inthe past decade — could helpbring long-awaited justice forhis actions more than ageneration after the killing ofat least 800,000 and perhaps asmany as 1 million ethnicTutsis and moderate Hutus inthe small central Africannation.***

Believed to have been one themost powerful men in Rwandabefore the genocide, Kabuga, an ethnic Hutu, made hisfortune in trade. Through themarriage of a daughter, he waslinked to a former president, Juvénal Habyarimana, a Hutu, who was killed after his planewas shot down by a missileover the Rwandan capital in1994. Extremist Hutus accusedTutsis of carrying out theassassination, eventuallytriggering 100 days of killingsin which tens of thousands ofRwandans, including civilians, militia and the police, participated.

Kabuga was charged withusing his fortune to fund andorganize the notoriousInterahamwe militia, whichcarried out the brunt of theslaughter.

"Kabuga has always been seenby the victims and survivorsas one of the leading figures," said Serge Brammertz, thechief prosecutor at theInternational CriminalTribunal for Rwanda. "Forthem, after waiting so manyyears, his arrest is animportant step toward justice."
